ACQ Properties
ACQ Properties plans to renovate a former gas station at 203 Moscow Road in Horton and attract two companies to relocate their businesses. The company will retain 21 jobs, with 10 new jobs to be created. The anticipated amount of investment is $120,000. The Jackson County Brownfield Redevelopment Authority (JCBRA) Board of Directors approved grant funding assistance in July 2010 for ACQ Properties in the amount of $21,000 to conduct a Phase I ESA, a Phase II ESA, a BEA/Due Care Plan subject to eligibility, and an evaluation of value for consideration of a Brownfield Plan.
ADCO Products
ADCO Products makes adhesives and sealants used in the automotive and construction industries and plans to make a $17.3 million investment in its solar panel business by consolidating existing facilities in Michigan. In March 2010, they received a Michigan Economic Growth Authority (MEGA) Tax Credit Award from the Michigan Economic Development Corporation. Through contact with The Enterprise Group’s Business Success and Retention Expansion Program, Economic Development Staff and the Jackson County Representative from the Michigan Economic Development Corporation provided technical assistance and attended Leoni Township Board to advocate for commitment of local incentives. The Enterprise Group staff represented Leoni Township and The Enterprise Group at the MEGA Board Meeting on behalf of the company. As a result, the company will create 212 new jobs and $17.3 million in new investment over a five year period.
Armory Arts Village, Armory Arts Commons and the Former ACME Building
The Jackson County Brownfield Redevelopment Authority (JCBRA) Board of Directors approved grant funding assistance in July 2010 for the Former ACME building in the amount of $10,000 to conduct the Assessment/Cleanup Planning Activities at the former ACME Building site. The funding will assist in identifying how the environmental conditions can be alleviated. There has been significant public investment in the site involving the HUD-EDI grant to demolish the building and investment by both the City and County Brownfield Redevelopment Authorities for environmental assessment. In May 2010, The JCBRA Board also approved $40,100 to conduct a comprehensive Due Care Plan for Phase II construction of the Armory Arts Village, which will provide details for the manner in which the property will be constructed. The anticipated use will be Senior Residences, known as the Armory Arts Commons.
Billy White Roofing
The company intends to construct a new building, with an anticipated investment of $400,000 to $500,000, retention of 21 jobs and the creation of seven new jobs. The project is currently on hold. In December 2009, The Jackson County Brownfield Redevelopment Authority (JCBRA) Board of Directors approved grant funding assistance for Billy White Roofing in the amount of $24,000 to conduct a Phase I ESA, a Phase II ESA, a BEA/Due Care Plan subject to eligibility, and an evaluation of value for consideration of a Brownfield Plan.
Full Spectrum Solutions
Full Spectrum Solutions manufactures and sells Ever Last Induction streetlights, which are cheaper, better, brighter and last longer than LEDs. Full Spectrum Solutions received an EDC Revolving Loan Fund of $200,000 in August 2009 for purchase of tooling and machinery through The Economic Development Corporation of Jackson County. The loan funds allow the company to begin EverLast induction fixture production in-house. Four new positions are expected, with 24 jobs being retained as a result.
Great Lakes Industry
In June 2010, Great Lakes Industry (GLI) received a $2.5 million Clean Energy Advanced Manufacturing (CEAM) award from the Department of Energy, Labor and Economic Growth (DELEG). The award is comprised of a $2 million grant and a $500,000 low cost loan to support GLI’s planned expansion into wind turbine gear manufacturing. As a result, the company plans to retain 50 jobs, create 100 new jobs. The grant application assistance was provided by The Enterprise Group via a grant from the Community Foundation to support growth of local companies. The project was strongly supported and advocated by The Enterprise Group of Jackson, Congressman Mark Schauer and Representative Martin Griffin.
Hugos Bar and Grill
The owners of the The Crazy Cowboy Restaurant in downtown Jackson purchased a second location, the former Bullingers Restaurant, which will be named Hugos Bar and Grill. In May 2010, The Economic Development Corporation of Jackson County (EDC) assisted Hugo’s Bar and Grill by approving a $40,000 EDC Revolving Loan Fund in participation with a local lender. Forty to fifty new jobs and $215,000 in new investment is expected. The owners hope to open fall of 2010.
L.J. Ross & Associates
The company is relocating from Ann Arbor, retaining 36 jobs, which are all new to Jackson County. Total investment is expected to be $800,000. In July 2010, The Jackson County Brownfield Redevelopment Authority (JCBRA) Board of Directors approved grant funding assistance for L.J. Ross & Associates in the amount of $2,500 to conduct a Phase I ESA to identify potential environmental conditions.
Performance Automotive
In March 2010, The company announced they plan to create 30 new jobs and invest $1.2 million at their new Headquarters location in the City of Jackson at 546 N. Mechanic Street. The EG assisted the company with final site selection by referral to the City of Jackson for incentive and grant assistance, through the City Brownfield Redevelopment Authority.
Production Engineering
In December 2009, Production Engineering announced they are planning to expand their operations, upgrade equipment and create 60 new jobs within the next year. EG Staff, in collaboration with the Michigan Economic Development Corporation, assisted the company with receiving a $5.1 million diversification loan through the Michigan Supplier Diversification Fund, an initiative designed to help Michigan manufacturers and auto suppliers diversify into new, emerging sectors.
Tenneco
In April 2010, Tenneco announced they are planning to invest $3.5 million in the Grass Lake facility after receiving a Michigan Economic Growth Authority (MEGA) Tax Credit Award worth $1.8 million over seven years. The company said it would invest $15.6 million by the end of 2011 in Michigan and would create between 50 and 185 jobs in its Litchfield, Marshall, Monroe and Grass Lake sites. The company has invested more than $25 million in capital improvements at the site in the past five to six years. The Enterprise Group staff represented Grass Lake Township and The Enterprise Group at the MEGA Board Meeting on behalf of the company.

February 2010--Refrigeration Sales--Tax Abatement approved by the City of Jackson . Two new jobs, 43 retained jobs and $199,312 in new investment.
March 2010--Melling Tool--Purchased Rush Metals in Billings, Oklahoma, which will be renamed Melling Sintered Metals. Hiring employees as a result of an increase in business.
April 2010--Main & Co.--Tax Abatement approved by Blackman Charter Township. Seven new jobs and $600,000 in new investment.
April 2010--TAC Manufacturing--Tax Abatement approved by Blackman Charter Township. Seven new jobs and $7,700,000 in new investment.
May 2010--American Tooling Center--Tax Abatement approved by the City of Jackson. 20 new jobs and $1,179,000 in new investment.
July 2010--Melling Tool--Tax Abatement approved by Blackman Charter Township. 30 new jobs, 148 retained jobs, and $5 million in new investment.
