Downtown Development Authorities

The Enterprise Group staffs two different Downtown Development Authorities (DDA). A DDA encourages local government units to prevent conditions of unemployment and promote economic growth in their downtown business districts. Governed by Public Act 197 of 1975, a DDA captures tax increment financing in an effort to improve a business district by adding needed infrastructure. A tax increment financing plan and development plan are necessary for the DDA to capture taxes. 

The Blackman Charter Township Downtown Development Authority

The Blackman Charter Township DDA (BDDA) was created by Ordinance No. 55 of the Blackman Charter Township Board on November 21, 1988. The district was created to encourage and assist development in the area primarily southwest of the I-94 and Airport Road interchange.

In 1993, the BDDA was reinstated and boundaries were expanded to include a portion of Scheele Industrial Park northeast of the I-94 and Airport Road interchange and south on Airport Road to a point where a proposed waterline extension would connect with an existing water line on Argyle Road. The expansion also included several parcels of land adjacent to Meijer.

In 2004, the BDDA expanded to the east with a northern border of Springport Road, an eastern border of US-127, and a southern border of the parcels along Boardman Road, back to the original Authority western boundary.

The BDDA meets the second Wednesday of each month at 7:00 a.m. in the Blackman Charter Township Meeting Hall. Next Board Meeting is Wednesday, March 10, 2010 at 7:00 a.m.

The Leoni Township Downtown Development Authority

The Leoni DDA (LDDA) was created by Ordinance No. 275 of the Leoni Township Board on August 19, 1987. Leoni Township wanted to encourage and assist development primarily along Ann Arbor Road, beginning at Thrush Road and ending at Gilletts Lake Road.

In 2007, the DDA was reinstated and boundaries were expanded to include the entire East side of Ann Arbor Road from US-127 to just West of Sargent Road, ending at Gilletts Lake Road.

The Leoni DDA Board meets the third Tuesday of each month at 8:00 a.m. in the Leoni Township Meeting Hall. The next meeting is Tuesday, March 16, 2010 at 8:00 a.m.
