Local Development Finance Authorities

The Enterprise Group staffs both the Blackman Charter Township and the Village of Parma Local Development Finance Authorities (LDFA). An LDFA encourages local units of government to prevent conditions of unemployment and promote economic growth. Governed by Public Act 281 of 1986, an LDFA captures tax increment financing in an effort to develop areas with the highest potential for development. A tax increment financing and development plan are necessary for the LDFA to secure the taxes. Both LDFA’s are designated Certified Business Parks (CBP) through the Michigan Economic Developers Association (MEDA).

In 1991, Blackman Charter Township created its LDFA to fund infrastructure and industrial development for TAC Manufacturing. Today, the BLDFA has added another industrial resident, Kaneka Texas Corporation. Visit the BLDFA for more information.

The Village of Parma created its LDFA primarily for similar purposes, as Michigan Automotive Compressor, Inc (MACI), the largest manufacturing company in Jackson County, was looking to find the perfect location. Parma has recently welcomed a new tenant - Galaxy, Inc.
