The Procurement Technical Assistance Center (PTAC) of South Central Michigan, is a not-for-profit organization funded by the Defense Logistics Agency (DLA), the Michigan Economic Development Corporation (MEDC) and other local funding partners. PTAC supports national security by ensuring a broad base of capable suppliers for the defense industry and other agencies.
PTAC offers a variety of services for Jackson County businesses such as obtaining the ability to bid on federal contracts, market research, one-on-one business counseling, training seminars, networking events, conferences and internet business opportunities.

HRU Technical Resources
HRU Technical Resources (HRU) was selected as the 2006 Small Business of the Year by the PTAC of South Central Michigan. The award was presented to HRU by Senator Valde Garcia on Thursday, January 18, 2007 at their facility, located at 3451 Dunckel Road, Suite 200 in Lansing, Michigan.
HRU was chosen for the award for their persistence and determination in pursuing government contracts. HRU was recently awarded a $25 million dollar contract to provide engineering services to TACOM’s Rock Island Arsenal.
Also, HRU was selected as one of Michigan’s Best Small Businesses for 2006. The award was presented by Governor Jennifer Gramholm on Thursday, April 12, 2007 at the Kellogg Hotel & Conference Center. This was an evening of entrepreneurial excellence celebrating Michigan’s Small Businesses. This event was sponsored by the Small Business Association of Michigan, US Small Business Administration-Michigan, Michigan Small Business & Technology Development Center, Michigan Economic Development Corporation and The Edward Lowe Foundation.

SeaLandAire
The PTAC of South Central Michigan provided SeaLandAire Technologies, Inc. with support in government contracting, through provision of bid opportunities and one-on-one counseling. With assistance from PTAC, SeaLandAire Technologies, Inc. obtained an $80,000 Small Business Innovation Research Agency (SBIR) award and a $1.6 million award with Defense Advanced Research Projects Agency (DARPA).
Fulgham Machine & Tool Company
The PTAC of South Central Michigan assisted Fulgham Machine & Tool Company in their pursuit to market their “broken bolt” tool to the federal government since May 2003. Mr. Chuck Fulgham has developed and patented a tool that will remove broken bolts from the Bradley Tank. According to personnel at Tank Automotive Command in Warren, Michigan, there are major problems with the bolts on the Bradley Tank (which hold the skirt on the tank) shearing-off due to rough terrain. Mr. Fulgham’s “broken bolt tool kit” was featured in the October issue of PS Magazine, a preventative maintenance magazine distributed to maintenance personnel throughout the military. Recently, Fulgham Machine & Tool Company received their first order from Camp Warhorse in Baqubah, Iraq.
